Eligibility / Time extensions?

Our organization is a small business that operates solely in the Lower Manhattan area. We employ several hundred individuals and have been a committed member of the lower manhattan community for several decades. We hope to sponsor a musical event that will bring numerous artists in to celebrate the rebuilding of the community, as well as a way to remember those who lost their lives on 9/11. The concert would consist of volunteer musicians, as well as volunteers to set up the concert. Assuming our organization could be speciifc about the number of volunteers, and the concert was held on or around 9/11, would we be eligible?
Finally, are there any time extensions for submissions?

    Assuming that the concert is clearly an activity that honors the 10th anniversary of 9/11, the volunteers for the event could technically count as a service project.
    However, challenge winners must be eligible to receive a federal grant (which is different from a federal contract), and they must use the money in future years to expand service for 9/11/2012 – 9/11/2014.

    The challenge is open to organizations which meet the definition of a “nonprofit” under section 198S(a)(3) of the National and Community Service Act, (42 U.S.C. 12653s(a)(3)).This includes most charitable organizations, states, local governments (and other political subdivisions), tribes, as well as certain faith-based organizations and educational institutions. State Service Commissions are not eligible.
    We do not anticipate any time extensions at this point.
