Adding Partners
Is is necessary to add partners e-mails if there is one lead organization managing the documentation, tracking etc.? The list of partners will be included in the narrative of the concept paper.

No, the only reason to add their email addresses is if you need them to be able to have access at Challenge.gov to make edits/changes to your entry, otherwise no need to register their email addresses.
